A LESSON IN COVERAGE ERROR: HOUSEHOLD PHONE SURVEYS

One common mode of data collection is the telephone survey. It has many advantages, including the centralizing of data collection operations and the ability to collect information quickly with real-time data entry. However, there are a number of serious disadvantages. Beyond concerns about households screening calls and refusing to participate if contacted, there has been a tremendous growth in wireless-only households. Research has shown significant increases in the numbers of individuals living in wireless-only households and wireless households tend to be very different than landline households (Blumberg & Luke, 2009). About 18% of all adults, or 41 million, live in wireless-only households and this percentage has been steadily increasing. These households tend to be disproportionately young, unrelated roommates, male, low-income, and Hispanic. The decrease in traditional landline phone service has led to growing concern about coverage problems with telephone surveys. It becomes apparent that because of the significant coverage error associated with the landline telephone data collection mode, there is a serious chance of biased results. Other work by Blumberg and Luke (2007) provides additional evidence that landline-only phone surveys lead to bias estimates for a variety of measures.
